Paul Chiodo

Mr. Chiodo is the Vice President of Quality and Engineering for UTRS, Inc. He has over  50 years of experience in quality, engineering, and system assurance with the U.S. Army and private industry; he is recognized as the voice of quality engineering on a national level. He currently is responsible for Quality and  Engineering Core Competencies, including quality, safety and reliability, as well as Lean Six Sigma initiatives. He is presently engaged in developing and applying architecture for design for Lean Six Sigma in the R&D environment for CCDC AC, infusing probabilistic technology ( Uncertainty Quantification) and predictive engineering, leading root cause teams, and working with NASA in future robust design initiatives using advanced techniques in probabilistic technology, advanced modeling and design for Lean Six Sigma.

Previously, as Director, of Quality Engineering and System Assurance for CCDC AC, Mr. Chiodo was responsible for leading an organization of approximately 550 employees and managing, planning, and executing the overall life-cycle quality, reliability and system safety mission for CCDC AC. He provided leadership for home base core competency for quality, reliability and system safety for both hardware and software for 1,500-plus product lines. In addition, he served as Deployment Director (Certified Master Black Belt) for the Picatinny site (CCDC AC, PEOs, and PMs) for Lean Six Sigma deployment and program direction; served as an internal government expert in Lean Six Sigma to AMC Headquarters and DA, CCDC AC Standardization Executive; and chaired most senior-level independent review boards, including Material Release Review Boards, Test Readiness Review Board, and Red Team Investigations. He also consulted with top officials from other command elements, other commands, industry, and foreign governments.

While serving as Director, Quality Engineering and System Assurance, Mr. Chiodo was selected for and served on the ten-person NASA Columbia Accident Independent Assessment Team and worked directly for NASA operations on the Return to Flight, Space Shuttle Program. He developed risk mitigation and performed assessments on the external tank and thermal protection system (TPS) at Michoud Facility, Louisiana, as well as Space Shuttle flight certification and reprocessing at Kennedy Space Center, Fla. He worked with other team members to redefine the overall quality program and to redefine processes for acceptance, certification, manufacturing, etc., of all Space Shuttle components. He also co-authored a report of the team’s assessment and recommendations and briefed NASA administrators and associate administrators. Most of the recommendations were implemented for a successful return to flight by the Space Shuttle.

Mr. Chiodo served for 38 ½ years as a civilian for the Dept of the Army, prior to joining  UTRS Inc.    During his career he served in multiple capacities with increasing levels of responsibility beginning as an engineering intern and culminating with senior leadership positions as Director Quality Engineering and System Assurance and Associate Technical Director, Actg ( SES position).  During his tenure, he served as chief engineer for Pershing 1a,  System Engineering Manager for Pershing II, and Project Management Engineer for PM Cannon Artillery Weapon Systems, lead manager for Predictive Engineering among other high-level assignments.
